Chicago, Suburbs, Downstate & Border Towns
Chicago is the state's largest market but carries the highest tax burden — up to 41.25% total tax on high-THC products (7% state excise + 25% THC tier + Cook County 3% + Chicago 3% + 3.25% sales tax). Suburban Cook County and collar counties offer lower local taxes. Downstate dispensaries serve a growing local market plus border-state visitors from Indiana, Iowa, Missouri, Kentucky, and Wisconsin.
Illinois has no delivery, a handful of consumption lounges (Luna Lounge in Sesser was the first in 2021, Molly's Joint in Tilton, plus locations in Wheeling and Lake County), and non-residents receive half the possession limits (15g flower, 2.5g concentrate, 250mg THC edibles).
Out-of-state visitors can legally purchase cannabis but receive half the possession limits: 15g flower (vs 30g), 2.5g concentrate (vs 5g), and 250mg THC edibles (vs 500mg). Bring a valid 21+ government-issued ID.
Chicago dispensaries charge the highest combined tax rate in the nation: up to 41.25% on products exceeding 35% THC. Consider suburban dispensaries in DuPage or Will County for significantly lower total tax.
O'Hare and Midway airports have cannabis amnesty boxes before TSA security. You cannot fly with cannabis — it is a federal crime. Dispose of any cannabis before entering the secure area.
Illinois does not permit cannabis delivery. All purchases must be made in person at a licensed dispensary. Online ordering for in-store pickup is available at most locations.

$9.2 Billion Cumulative — $2.01 Billion in 2024
Illinois hit $2.01 billion in combined sales in 2024 and an estimated $1.51 billion adult-use in 2025 (a 12% decline driven by price compression to $5.72/gram). But unit volume tells a different story: 52.1 million items sold in 2025 — an all-time record. Illinois remains the #3 cannabis market behind California and Michigan.
